Please be aware that if your organization submits a request prior to the release of the President’s Budget Request for Fiscal Year 2023, you will be responsible for confirming or revising your request.

This form must be completed and submitted by April 17, 2022 – late requests will not be considered. 

Statement of Interest: Senator Manchin’s staff is available to provide feedback and to discuss proposals before submission. A statement of interest, including a short description of the project and a general budget for the proposal, may be submitted to appropriations@manchin.senate.gov, and a staff member will contact you to discuss your proposal.

This form is for congressional directed spending items, also known as earmarks. If you are making a programmatic request, please go to http://manchin.senate.gov/appropriations and fill out the corresponding form.

Only public and non-profit entities may request congressionally directed spending items.

If you are submitting this request on behalf of another organization, or if you are not the main contact for the project, please list the Point of Contact's information under Section 1, Personal Information. Additionally, if applicable, please list your name under Section 2, Question 10: Lobbyist/Consultant Name. 

All requests must include at least TWO (2) letters of support from third parties within the community or communities that would benefit from the request. These letters must clearly communicate the benefits that the request would confer upon the community.
