FY 2025 Congressionally Directed Spending Requests Submission Guidance
Senator Mazie K. Hirono is now accepting Congressionally Directed Spending (CDS) requests for Hawaii-based projects and programs that demonstrate a clear and compelling benefit to people and communities. CDS is limited to one percent of federal discretionary spending. For-profit organizations are not eligible for consideration. Senator Hirono will consult with constituents along with state, local, and community leaders to identify eligible Hawaii projects that would help and strengthen communities with the infusion of direct federal assistance. Also of note, the Senate Appropriations Subcommittee on Defense and Subcommittee on State, Foreign Operations will not consider CDS requests.
Requests for consideration should be submitted via the online application by 6:00 p.m. Hawaii-Aleutian Standard Time on Friday, April 5, 2024. CDS requests must comply with Senate Rule XLIV.
PRO TIP: Senator Hirono highly encourages CDS request applicants or potential applicants to reach out to her staff to discuss the proposal(s) before completing the online submission form. You can email Hirono_Appropriations@hirono.senate.gov to schedule a meeting with Senator Hirono's Appropriations staff.
Important Note: The submission of an application does not guarantee a project will be selected by the Senator or that the Senate Appropriations Committee will fund the project. Organizations submitting applications will be required to provide detailed budget information for the project. In an effort to be fully transparent, Senator Hirono will make publicly available a complete list of Congressionally Directed Spending projects that were submitted to the Senate Appropriations Committee for consideration.
Public Disclosure of Requests — Senators are required to disclose their CDS requests on their website. The Senate Appropriations Committee will also make information about each item available online. Please be aware that by submitting information to the Office of U.S. Senator Mazie K. Hirono you (the requestor) agree to allow the public disclosure of any requests for congressionally directed spending items and related information provided in support of a request pursuant to the rules and guidelines of the U.S. Senate and/or the U.S. Senate Committee on Appropriations. Any and all information may be posted on the websites of the U.S. Senate Committee on Appropriations and/or the Office of U.S. Senator Mazie K. Hirono.
