Appropriations Priorities
Senator Schatz is interested in hearing from you about funding that benefits Hawaii and our nation. Constituents may use this form to submit a congressionally directed spending (CDS) request under the Subcommittee on Energy and Water Development. Congressionally Directed Spending Items
In recent years the Senate Appropriations Committee has accepted requests for “congressionally directed spending (CDS) items,” which are often called earmarks. Earmarks allow Senators to request that federal funds be set aside for specific projects in their states. This is an opportunity for eligible organizations to apply to obtain funding for projects that would benefit from a one-time allocation of funds. The Senate Appropriations Committee has not yet published guidance for fiscal year (FY) 2026 earmarks. All questions in the application reflect FY 2025 CDS guidance.
Deadline
For fiscal year 2026 appropriations, forms must be submitted by 5:00 p.m. HST (10:00 p.m. EST) Friday, March 7, 2025. Forms submitted after the deadline will be considered on a rolling basis when possible. If you have not submitted a request in previous years, we recommend that you contact a member of Senator Schatz’s legislative staff well in advance of submitting your form.
