Thank you for your interest in the Fiscal Year 2026 appropriations process. The Senate Appropriations Committee has not yet released guidance for FY26 Congressionally Directed Spending (CDS) projects. Our office is processing requests based on FY25 guidance, which is subject to change. Please read the following to determine if your project meets the necessary criteria for certain accounts as outlined by the Appropriations Committee: FY25 Guidance
It is important that the projects you submit for consideration have a federal nexus and regional significance. Projects should be able to utilize federal funding immediately upon obligation. Requests to cover operational costs and salaries that cannot be maintained without continued federal support, or programs that rely solely on congressionally directed funding, should not be submitted.
Projects must also have demonstrated support from both local/community government and broader regional government. You will need to submit:
At least one letter or resolution from a local elected government entity. This includes mayors, city councils/majority of council members, special districts, school board, etc.
AND
At least one letter or resolution from a regional elected government entity. This includes county board of supervisors/majority of county supervisors, member of the state legislature, state constitutional officer, or Governor.
Specific to the Agriculture Subcommittee: Due to the complexity of Rural Development Grants (Community Facilities and Distance Learning/Telemedicine), the Subcommittee will only consider projects in those accounts ruled eligible by the USDA Rural Development Office in California.
