First Time Here?

Senator Mazie K. Hirono is now accepting Congressionally Directed Spending (CDS) requests for Hawaii-based projects. CDS is limited to one percent of federal discretionary spending and for-profit organizations are not eligible for consideration. Also of note, the Senate Appropriations Subcommittees on Defense and State Foreign Operations will not consider CDS requests.

Requests for consideration should be submitted via an electronic application by 6:00 p.m. Hawaii time on Monday, March 6, 2023. CDS requests must comply with Senate Rule XLIV.

Senator Hirono will support requests for Hawaii community-based projects and programs that demonstrate a clear and compelling benefit to people. Senator Hirono will consult with constituents along with state, local, and community leaders to identify eligible Hawaii projects that would help and strengthen our communities with the infusion of direct federal assistance.

Important Note: The submission of an application does not guarantee a project will be selected by the Senator or that the Senate Appropriations Committee will fund the project. Organizations submitting applications will be required to provide detailed budget information for the project. In an effort to be fully transparent, Senator Hirono will make publicly available a complete list of Congressionally Directed Spending projects that were submitted to the Senate Appropriations Committee for consideration.

This link includes a list of the agencies and accounts where Congressionally Directed Spending requests were considered for FY 2023. Please note that eligible accounts may be subject to change and are not guaranteed to be consistent every year.
