It is my pleasure to present you with the Non-Defense Programmatic Request Form and Instructions for Fiscal Year 2025 (FY25). Please note that all Non-Defense Programmatic requests must be submitted electronically via this form, and paper and e-mail requests sent to staff is strongly discouraged.
To get started, you must first create an account. Once that step has been completed, you may proceed to the Non-Defense Programmatic Request Form. Please read through ALL instructions before beginning the form.
Programmatic requests are requests for Congress to fund an authorized federal program at a specific level through the annual appropriations process and/or to include language directing a federal agency to implement a program in a specific way. State and local governments, organizations, and communities that benefit from existing federal programs can advocate for funding levels, bill text, or committee report language by submitting programmatic requests.
